fix pop up message on login regarding 'offline notifications' to honor option 'don't remind me on this device'

Every time I login, I get a pop up asking me to set 'offline notifications'.  I prefer not to use that feature and so have selected 'don't remind me on this device' many times on many devices.   Would prefer this pop up to stop popping up on every login. Thanks!
