Exclude users with no requests in the weekly/monthly email notification reports

Without this enhancement weekly reports are useless. I believe the only advantage of such weekly report is to see at a glance who is off or who is going to be off without too much analysis. Now it's not possible, one has to browse through too many records, and it's much easier to simply go to appogee website. Weekly reports with requested exclusion would be a very big time saver for us.
