Redesign the Allowance Table editor

The allowance editor is confusing as it has two save buttons that look exactly the same.

It is confusing that you have to click the save button on the table first before saving the profile with the save button on the right. 

This should either be instructed on the page or the page be redesigned to only have one save button.
