Team Manager to move attachments

We would need to allow Team Managers to move attachments from one area to another in Appogee HR.

An example is moving attachments from Basic Information under the Personal Profile to the Employment profile?

I know as an admin I am able to do this, but I need managers to be able to do this as well. Thanks!
