Rounding controls for time spent on project activities

What we want to happen is that staff can only enter time in blocks of 15mins when adding in time spent on activities for the projects they are working on.

Currently, if an employee enters in a time they spent working on a project, this is not rounded up and remains as is. E.g. if someone tried to enter 39 mins for example, it would be changed to 30 mins or 45 mins by using rounding controls according to the time block you want to be set.
